Sony didn't make it a free to play game because by shutting down the servers, ending retail, refunding users, and closing down the developer they can and will/have declare it a tax write off and get a substantial chunk of their money back

But he does and is voiced by Sutherland In ground zeroes, just as he is wen he appears in phantom pain.
So it's not all venom snake , who again needed to SOUND big boss anyway for the con to work.
