Speak to him and he'll issue the First Customer quest, which will task you with returning to the Wasteland to retrieve some of his tools from the Junkyard . Complete this quest and moving forward you'll be able to visit Kasim to change Eve's hairstyle.

The best news is that none of the Design Pattern locations change in New Game + , you'll just get different rewards. So feel free to explore in all of the same places as before, and overhaul your wardrobe entirely.
