You can unlock Outfits for the characters that make up your party in quite a few different ways. You can defeat Mimes, buy them from Merchants, unlock them at certain Relationship Levels, finish Quests, complete minigames, or earn them from tough battles.

Once you get a new Outfit, you can select the character in question from the pause menu and choose Wardrobe on the right side of the screen to equip it. You can also select new Haircuts from this page, but below will cover all Outfits and how to get them.
