Yes it is.
I've just deleted the new APN, reboot the phone, add the APN again, reboot the phone and the vita.
Went into the PS4 link settings, Restored the settings and went into change PS4 system.
Pressed skip at the next stage to enter the number on the TV.
It failed to connect/ do anything.
Changed back to my broadband WiFi connection, entered the number and it connected and displayed the PS4 screen within 3 or 4 seconds.

@Giz-again-again I'm not sure what you're doing there 🤔

What number? To register the Vita to the PS4? That has to be done locally to enable Remote Play anyway. So if that hasn't been done then the there's nothing for the Vita to connect to in the first place.

Does the Vita connect to your phone's hotspot?

Yes, I can search the internet with it too.
I've just connected to my wife's pixel 3a and it connected through ee without adjusting any settings!
Argh!
It must be another setting in my phone somewhere.
Anyone familiar with Xiaomi settings?

@Giz-again-again
There's the problem. Check the APN settings. Make sure they are exact.

They are!
I've also checked against my wife's phone, put those in and still get nat type failed.
Comes up as type 2 on hers.

@Giz-again-again 🤔
Type 2 is what we're after.

Try changing the APN roaming protocol setting to IPv4/IPv6.

That's what my wife's is set to so I've copied that.
It's doing my head in 😅

Its the download speed!

0.5mgb download

3.1mgb upload

Mobile is testing at 21mgb download and around 8mgb upload

So what kills the hotspot? Bluetooth is off on both devices.

Is it ee or the phone? Redmi 7 running miui 11

@Giz-again-again ouch! That looks like it could be the phone.

The Vita WiFi radio is pretty crap too unfortunately.

Easy check would be to turn off everything else outputting a WiFi signal in the house.

Get a WiFi scanner app and see how busy the environment is.

@Giz-again-again Miui has a WiFi assistant and hotspot data limiter. Turn those off if they're on. They're likely to be throttling speed.

I've tried all that mate, I think I'll have to give up on the hot spot idea for now until I change my phone

@Giz-again-again That's a shame.

I've been messing about with the Uncharted Collection, the 60fps bump makes it great for remote play.
