To actually answer your question, it's essentially another round of content, usually characters and balance patches.

Capcom are trying to move away from multiple retail releases to games being known as a service. What usually would have been vanilla / super / ultra / arcade last gen will now be season 1,2,3 and 4 with only the base game coming to retail.
Does anybody know how many street fighter games there has been?
