@Shigurui It does have a recap of the first two games, so people can jump straight into 3 if they choose.
I wouldn't recommend skipping the first two games for any new players like @Dodoo if you can help it. A lot of writers throw out the lazy surface level Yakuza comparison, but they're very different games. Shenmue's a lot more akin to Animal Crossing. Fighting is a piece of Shenmue, but at it's core the game is about taking it slow, exploring, and immersing yourself in its world. If you go in expecting fight after fight and all action fireworks you might be disappointed. As Yu Suzuki put it, the story itself is only 20% of the game.
