I think the review is rather harsh. Like with Crimson Desert and other games that are a bit different and not typically mainstream, it seems that games aren't judged in their own right but compared to other, dissimilar experiences.
Framerate has been patched and is decent now (on Pro) and I have encountered no serious bugs. I would give it 7/10 potentially increasing to 9 or so depending on future updates.
