Yes, you can freely go back to Mexico and continue exploring the open world. Near to the end of Chapter 3: Drawbridge, the DHV Magellan gains the ability to fast travel between the bigger facilities connected to the chiral network.

From the pause menu (Ring Terminal), when on the map, you can hold X to Chart Course back to Mexico.

You need to be standing inside the DHV Magellan when making this selection; otherwise, the ship will fast travel to the place you pick, but you'll be left behind. Go into the entrance where the Terminal is, then Chart Course from the menu to fast travel back to Mexico. You can also return to Australia using the same method from Mexico.
