I was on the PS Store a couple of days earlier and I saw that Watch Dogs could now be pre-order and I brought it and downloaded the game but didn't have the money in my PS wallet to pay for Watch Dogs. It said it would allow me to pay when the game was released.
Now Watch Dogs is released and I can pay, I press play giving me an error "Cannot start the application. This application can be started only be a user who has the license for it.", it sends me to the Watch Dogs page where i should buy it but instead of Add to Cart i have Purchased.
I'm not sure if I need to add money to my wallet to complete the purchase or is there any other way that could help me.
I had exactly the same problem, and here is your solution: Go to settings/account information/transactions. There you will see your preorder with 0$ - it hasn't been booked from your wallet yet, thus you don't "own" the game yet. It's a screwup on ubisoft's or sonys side, I don't know which. The only option to quickly fix it is, if you delete that transaction, actively cancelling your preorder and then just-rebuy the normal (non pre-order since it's released already) game, which will download and start just fine! No money lost since the preorder was never booked from your account!
