In order to begin a New Game+ playthrough, you must first complete the campaign. When you have, return to the main menu and select Main Story, then Load Game. You must then pick the save file shown in green with the words "New Playthrough". From there, you can select the difficulty mode for your New Game+ run and the game will begin.

Resident Evil 4 Remake: What Carries Over into New Game+

When you start a New Game+ playthrough, your whole inventory of Weapons, items, and gear will carry over. You'll also have all your Treasures, Charms, some Key Items, and every Peseta you gathered in the previous run. All your Files will reset, so you'll be able to complete Blue Request Notes again. Any Weapon Upgrades you've invested in will also be present in a New Game+ playthrough, allowing you to keep on making them better. Once you find the Merchant, you'll be able to buy a new Infinite Rocket Launcher.
