yesterday i was tired of my PS4 freezing all of the time. I couldn't even play anything cause of how slow my Ps4 was acting. But when i tried most of the options in "safe mode" it made everything worse.
is there something I can do

@Ninja19202 First question, how old is your console? It could simply be showing its age.

It could also be a fault with its harddrive, which is the most common cause of the issues you're describing. If running the "Rebuild Database" option from the Safe Mode menu didn't help speed up the interface, at the very least, then your problem might be internal, and not software-related.

These are all just guesses, though.

It's a bit over a year and a half old.
i haven't tried checking the hard drive tho.
I also thought it might be do dust build up.

@Ninja19202 Dust build-up tends to overheat the console. This can cause it to crash, but you'd also be getting regular warnings popping up and saying "The PS4 is too hot. Turn off the PS4 and wait for the temperature to go down." If you're brave about opening up your tech, then it can't hurt to take a look inside and see if it's an issue (you'd have to pop the lid to tinker with the harddrive anyway).

Check to make sure your harddrive is correctly seated inside the console, as knocking the connections loose can cause all sorts of issues. There'll be plenty of guides on YouTube for this, I'm sure.

ok so i've spent the past few days looking stuff up and experimenting
i don't believe the problem is my ps4 overheating
i'm lead to believe it's either my hard drive or something on my motherboard.
Cause it'll turn on and sometimes stay on for a while
then it'll either freeze or stuff will stop downloading then it'll shut itself off.

@Ninja19202 My first PS4 had an issue whereby it'd play games, but then randomly fail to load the next level, or it'd boot up in Safe Mode even though I hadn't asked it to. There was also an odd clicking sound coming from the console (from the vicinity of the harddrive) whenever I asked it to think. It was a brand new console which I'd used for all of four, maybe five hours total.

Hate to say it, but this sounds very similar. You can either buy a replacement harddrive and swap it out, which'd be the cheaper option, or you can replace your PS4. I did the latter.
