Topic: PS4 won't connect to PSN (Tricky Troubleshooting for you Geniuses :) )

Hi everyone. So I'm currently living at a place that offers public wifi, that my ps4 will connect to normally, however the wifi's router system must have some firewall or protocol that restricts larger downloading, meaning my ps4 can't update or download games. My only other device with me is my cellphone, which when turning on my VPN will bypass the system's rules. I am able to wifi tether my ps4 to my cellphone, and when testing the internet connection it will Obtain an IP address and Connect to the Internet, but it won't Connect to the PSN (even if VPN is off). I've lived here before when I had my laptop, and ethernet tethering my ps4 to it while running a vpn did the trick. But I only have my cellphone this time.

So to clarify, I only have my cellphone, with no plan, that can connect and bypass the router walls with a vpn. I can wifi tether my ps4 to my cellphone (using NetBridge currently), and the ps4 will obtain IP and Internet, but it will not connect to the PSN.

I am open to ANY solutions you beautiful techies might have, on how to get around the router firewall PERIOD, haha. I use SurfShark vpn, and I currently cannot work for a few months, so I sadly have little funds. I am innocently just trying to download a big APEX legends update and/or other games, and this is a more than capable facility to handle it (I understand that it just can't let everyone all the time). I am somewhat lingoed in the tech world, but please post urls if I need to learn anything.

Please, Help Me Obiwans, You're my only Hope!! (haha, for real though, you're advice would be greatly appreciated)
