Topic: Anyone had primary activation problems?

I was playing Ghost of Tsushima and it gave me warning about how it would be suspended for some kind of rights issue or something. I looked it up and it said if you don't have a PS4 activated as your primary then it would cause that issue. So I went to make sure my ps4 was set as the primary and it wasn't to my surprise and then I tried to activate it and it said that another ps4 was set as my primary. So I tried switching it, and it wouldn't let me and said to see the support page. So I went to the support page to try and manually deactivate the other device and it says that there are no devices activated but yet my system still says that there is another ps4 activated. What is going on?
