Eagle #2 can be seen easier after you've gone through to the hanger, there are doors along the back edge that lead you outside where you can see the final area of the level. There's a large building with the eagle on top. But if you wanted to grab them all without going through sewers I hadn't realised that you could get it from where it states in this guide!
