I see this news as a reflection of Microsoft's current business direction. With Sony, they're still focusing attentions toward the PS5, with a trickle of 1st party games being ported to PC. Microsoft are the opposite - they have Game Pass PC, and with that they're actively giving gamers the option to play the games on PC instead, while pulling in more revenue from Game Pass.
Sony are focusing on selling consoles with games. Microsoft are focusing on selling a service across multiple platforms, at the sacrifice of console sales.

I did better than 15% - I saved 100% by just not buying into the service. As others have pointed out already - the content will eventually end up on one of the streaming services we already subscribe to.
