There's still much more they can do but the developers need to push the limits as they are increased.
NPC face models need to be as detailed as the main character, the environment needs to be more populated with detailed NPC's and have more intricate geometric structures and dense foliage.
Animations and AI need to be more varied and realistic.
All these will dramatically increase the need for power. 4k 120fps is the console limit to hit but once that's hit, these other things need to be included as 4k resolution of an old game with poor character models doesnt look better than 1080p with a character created with facial scans.
