Content wise Anniversary Edition is based on the Legendary Edition which was released in 2013.
If looking at a particular game content wise it's age should be determined from the moment the last part of the content was released no?

Exclusivity means being available only on a given platform. Which is not the case here, I don't get your point sorry.

It's not an exclusive, it's being ported to PC.

With all Sony games coming to PC now at some point PS5 will be my last console. With PC offering the superior gaming experience, emulation, better game preservation and in some cases piracy the advantages are clear.
