I was having the problem at first but I was able to fix mine. You must change settings. Here is what I did.

Go to "PSN" in the "Settings" menu. Make sure your email is verified.

Next, go to "Power Save Settings" in the "Settings" menu. Select "Set Functions In Rest Mode" and set it to "Allways".

Lastly, stay in "Power Save Settings". Select "Turn Off Controllers Automatically" and set it to "10 Minutes".

Rest mode should work for you now.
