This whole thing is a huge misunderstanding. It’s not going to be a cloud exclusive game. The whole thing is about Microsoft Azure, which is what Crackdown 3 is built on. Azure is/was 20 times more powerful than an Xbox One so they could do stuff within that game that would have been impossible without Azure. It even says in the article "Kojima Productions is on the cusp of signing a deal with Microsoft which would see it leverage the computing giant’s Azure servers to create a cloud-based experience." It has nothing to do with cloud gaming as we know it
