I have exactly the same problem in the German store. I bought "Astro Aqua Kitty Bundle" through the PS4 Store a week ago and I can't download it to my Vita. I opened two Sony support tickets, one for the Vita and one for PS TV. One ticket should already be closed as I was online (e.g. trophies are working). The tickets don't even seem to be read properly anymore. A real tragedy.
