The Twilight Path side quest can be started by speaking to Petra in the Chainscrape tavern. You'll find her around the table in the room where you can play Strike.

The Twilight Path: Walkthrough

The Twilight Path will take you to a refugee camp not far from Twilight's Landing. Be aware that there'll be some machines in the area, so come prepared. Upon persuading the Shadow Carja to let you help them, you'll need to platform to the top of a canyon in order to speak with Savohar. Remember to use your Focus to highlight platforming routes if you get stuck.
