While Need to Know will be added to your quest log immediately after completing The Burning Blooms, it'll be put on hold until you've completed Cradle of Echoes. It'll also be mentioned during The Eye of the Earth.

Side Quest Talanah's search for Amadis continues. It appears that he travelled further west, seeking an old Tenakth prison called The Rot. 25

Need to Know: Walkthrough

Once you've completed Cradle of Echoes, you'll be able to reconnect with Talanah at Camp Nowhere, which is south of Arrowhand. Talk with her and then travel west of Fall's Edge to Thornmarsh. She'll lead you to The Rot, but first you'll need to defeat a Fireclaw using Frost damage and chat with Amadis.

Travel to The Rot and then infiltrate it through the back. There are Rebels in here and they are tough, so come prepared. Then turn the wheel to let Talanah and Amadis in. You'll need to fight a Tideripper which can be subdued with Shock damage. Exploit all the dialogue to complete the side quest.

If you're not sure how to get into The Rot, circle around the perimeter of the resort and enter it through a break in the rear wall, directly opposite the gate at the entrance.
