Below are all the instructions you need for getting the Firing Range in Death Stranding Director's Cut.
Play Through to Chapter 2: Amelie and Keep Completing Orders
If you're starting the game from scratch, you will first need to play through to Chapter 2: Amelie. Before this point in Death Stranding Director's Cut, you won't be able to access the Firing Range. Still, it won't take you all that long to get to Chapter 2. Once you're at this point, keep fulfilling orders as normal.

Receive Order No. 14 at Capital Knot City
The mission you want to see is Order No. 14, which is eventually offered to Sam at Capital Knot City. When you accept this order, Die-Hardman will let you know about the Firing Range facility, and will recommend that you go there to practice with your weapons. Following this exchange, you will be able to access the Firing Range from any of the major outposts throughout Death Stranding Director's Cut.
Death Stranding Director's Cut: How to Use the Firing Range
Getting to the Firing Range is very easy. Once you've unlocked it, the Firing Range will be accessible from any of the main distribution centres across the game. You can go to the Firing Range from Safe Rooms, too. Basically, anywhere you can go to a Private Room, you can also access the Firing Range.
Simply activate the Terminal, select 'Private Room/Firing Range' and then choose 'Go to Firing Range'. After a brief transition, you'll find yourself in the Firing Range facility. Behind you will be various weapons you can use on the targets with no restrictions. At the terminal, you can take on Drills, which are simple objective based trials to get you acquainted with each weapon. Enjoy!
