Gold Cup or Bust can be claimed off the Community Noticeboard at Costa del Sol in the Corel Region. It doesn't have a level recommendation.
Billy's Request
At the Gold Saucer, head for Chocobo Square and talk to Billy by the entrance.
Win the Gold Cup
Billy wants you to compete in the Gold Cup, which tasks you with winning three specific and difficult races at the Gold Saucer. You'll need to work your way up to Gold Rank in order to compete, then you can go for the grand prize.
