My guess, this has nothing to do with saving on your power bill and everything to do with testing what players will and will not accept for performance on a handheld. This is a global beta for their upcoming portable device.

Sony, listen and learn to what your customers want. Build stuff for them, not for the bankers and social engineers who are located in some far off nondescript building.
