In order to begin using Ashes Summons, you'll need to meet and talk to a specific NPC. You'll find them at the Church of Elleh, but only at a certain time. So, rest at the Site of Grace within the church and then change the time of day to Night. When you regain control of your character, there should be a new NPC to talk to with a huge hat sitting on the wall to your right. Expending all her dialogue will eventually reward you with the Spirit Calling Bell. This only triggers after you have met Melina and learned how to level up.
