@Bamila - funnily enough, I had an issue with orders being declined yesterday (I'm EU based, but have a UK PS account and a UK bank account). My problem was not that shopto was declining the transaction - it was my bank. I had to call my bank's fraud department to lift the restriction - and I've been purchasing PSN wallet top-ups (slightly better value than the "extraten" option, with no restriction on repeat purchases) over a VPN (I use nordvpn, if that's any help?), using my UK bank account.
So, my advice is to check the message you get - is it that shopto is cancelling the transaction - or is it saying that your bank is? If it's your bank, then you need to call them. If it's not, then I'm sorry - I can't be more help
