Microsoft as a whole seems to be a lot more friendly to rivals (see their .NET Core stuff which runs everywhere), so I doubt they'll lock stuff like Fallout 5 out permanently - if at all.
I mean, the game pass stuff alone may just sway people to the platform. Buy an Xbox, you'll have them on launch - downloaded without extra cost.
PS5 - It'll be £70. Oh and it'll never be a PS Plus game either.
