Personally I think the huge, and unjustified backlash against DLC, is the culprit here. Companies knew that there was a solid market for dlc and so included DLC plans in the early planning stages. That made sense because the dlc was calculated in the overall budget, but it was also not completed by launch, therefore not cut from the original content. Yet the entirled generation kept insisting that they should have that content, and made baseless accusations against every debeloper that announced a season pass.
Yet now that you have a game that doesn't offer a season pass/additional dlc you ask why? The reason is that the developer saw a chance to build hype around their franchise by giving the internet crowd what they wanted, and thereby deprived reasonable people of what they wanted.
