Hi after some help or advice , my mates PS4 is currently switching on but has fuzzy line across the screen for a few seconds and then no picture.

You may have a broken HDMI cable. If you have an extra one lying around somewhere try swapping it.

@Craig0860 could be a few issues, simple ones to check are 1: the HDMI cable, try a new one and see if that helps
2: the TV port, try plugging it into another port or on a different TV

Yes tried all of that and still the same. Can I post a picture on here.
