Topic: ps4 controller flashing white wont sync tried everything

I was able to use my ps4 until a week ago. I turned it on and the light on the console went blue, then static white and the controller has been unable to connect since, including safe mode. I have tried resetting the controller, using the ps button and share button to reset. I have tried a variety of different usb cables in order to sync the controller.
The controller works when plugged in to the pc but will not connect with the ps4.
Constructive help required.
PS4 temp avg 26-28c
No wireless internet or router issues - plugged in with network cable RJ45

Have since formatted the HDD to exfat - still cannot access safe mode menu as controller will still not connect.

They also can do this when very low on battery, to eliminate USB port, charger and cable.

• try charging the controller with the PS4 (not a bank or mobile charger) or the second PS4 USB port if you used the first one
• try using different micro usb cable
