@deathaxe my guess is server costs. It's expensive to have servers ready to stream such heavy loads at any region at any time, and you can't really afford to have lag with this kind of service. So they prioritized richer regions.
People in this comment section seem blissfully unaware of one painful fact: PS Now isn't available everywhere yet. I live in Brazil and don't have access to it even though I have pretty great internet.
That 1) explains Sony's emphasis on PS Plus since it is global and 2) impedes them from merging both services.
That said, the last couple of months PS Plus games have been awful - duplicate or not.
