Despite being a game that's supposed to be all about Goku -- his Saiyan name's even in the title -- Dragon Ball Z: Kakarot will feature multiple playable characters. According to the latest issue of V-Jump, as translated by Gematsu, you'll also be able to take control of Gohan, Piccolo, and Vegeta.
It's unclear how this will all work, but we're assuming that the other characters will only be playable at certain points in the story. It's also been confirmed that Krillin, Yamcha, Tien, and Chiaotzu will be support characters only.
With gamescom coming up soon, we're probably getting new Dragon Ball Z: Kakarot gameplay in the near future, so we'll be keeping an eye out for any updates. In the meantime, dibs on Vegeta in the comments section below.

Maybe it works like all the Lego games, play thru first as Goku then later as other people?
I think that's how DBZ Sagas on the GameCube worked. That's how I remember it, but it has been like 20 years since I last played it.
Seeing how Goku is either dead or injured during most of DBZ, I would have expected other characters.
I've watched some gameplay clips and it looks okay. Dragon Ball FighterZ's the best looking Dragon Ball game for me.
my guess is for those times like when the Saiyans first attack or on Namek where Goku wasn't there because he was either dead or injured

Besides FighterZ I think I’m done with Dragon Ball games. Although if this game turns out alright I may try it out.
And as with all other DBZ games the DLC will round the roster out to a nice 60% minimum Goku.
Like others have said, it's actually funny how often Goku isn't actually present. It's at its worst in the Android Saga. He's not there at first as Trunks kills Frieza. After he does turn up, there's a 3-year timeskip after which he quickly comes down with an illness and is bedridden for ages while everyone fights. He then returns to fight Cell for 5 minutes before giving up and letting Gohan beat Cell. His next and last action of the whole arc is to get blown up and killed.
