No, the Prison of Elders isn't a harshly named old folks' home - it's actually one of the main draws of Destiny's next DLC, House of Wolves. The download, which will be available later this month, doesn't feature a Raid, so the Prison of Elders will replace the traditional endgame activities - at least to some degree.
As far as we know, it's some sort of co-op based horde mode, where three Guardians will have to team up and survive against waves of enemies. With any luck, it'll be a dynamic addition to the game, giving us incentive to replay it again and again in order to nab better gear.

yes at level 28. level 32 (i believe), 34 and 35 is without match making and runs on a weekly reset (unlike the 28)

With prison of elders, trials of osiris,new story missions and wanted bounties 4 new mp maps and 40+ new guns, house of wolves is a vast improvement on the Dark below.
@Gemuarto I'm disappointed too. Thought this was the big must own expansion. Its now a dumbed down version of halo odst horde mode. Rubbish.
@themcnoisy Its about what I expected, perhaps better when you consider HOW which is a bit lacking really. Looking back at my time doing VOG the fun, memorable parts were the intense battles. The defusing element in POE adds the team work element missing from the current strikes. I think it can work quite nicely. At any rate it's certainly going to be the type of thing thats much better played than watched.
Yeah heres the thing, I paid for a raid back in September, not this bs. Bait and switch at its finest.
No matchmaking at the higher level tiers is a rip.
