In Baldur's Gate 3, virtually everything your character does will earn them XP, and once ever-increasing thresholds are met, they can advance to the next Level. This includes (but is not limited to) completing Quests, defeating enemies in combat, and passing skill checks.

Once you have accrued enough XP, the actual act is simple enough: in your radial menu, you'll find the option in the top-left corner. If you have insufficient XP, the tab will be greyed out, and you won't be able to select it. You can check how much XP you have and how much is needed in your Character Sheet (radial menu, top-middle).

Rather than something like Final Fantasy — where you will gain levels quite quickly — expect increasingly large stretches between level-ups (hours). Statistical upgrades are rare, and being able to put, say, a single point into Strength has a meaningful effect that can be felt. All classes will unlock new and powerful abilities, as well as be able to specialise in Subclasses (or multiclass, incorporating skills from across the 12 core classes)
