I have been using my PS for more than 6 years and yesterday I got in safe mode loop and I want to leave safe mode without losing data. I tried all option and keep getting back to safe mode. I wanted to rebuild database and I connected my PS to internet but every time I choose database option PlayStation restart and I get back to safe mode.
please help me to start my PS without losing my content in any method even if taking HDD out of my PS is required.
I read that if I has PlayStation plus my data will be uploaded to cloud. how to know whether my data is uploaded to cloud or not?

My sons PlayStation has done the same and is stuck in safe mode after trying the same as you Just_Gamer99. I have signed his account in to another PS4 and made that the main console for his account. If I initialise his PS4 now would it wipe his clean but keep all his data saved on the other PS4 he is now signed into as his main console? He has PS Plus and his game data is saved in the cloud storage and he has tried playing Fortnite on the other PS4 and all his skins seem to be saved. Would I now be ok to wipe his PS4 by initialising it and then transfer his account back on to it once this has been done? Hope that all made sense as I'm not sure what to do and don't want to risk losing all his saved game data.
Just to add to my last message, I've now done what I said in the last post. My son's game data was saved on the PS Plus storage so we just initialized the PlayStation on the safe mode screen (option 5) and reinstalled all his games and data.
