Considering that The Elder Scrolls Online: Tamriel Unlimited is an MMO without the subscription fee, it sort of makes sense for it to function like any other game in the genre – even if that means that you won't be able to re-sell the title once you're done with it. Bethesda has confirmed that brand new copies of the fantasy foray will come with a key which you'll need to use to activate your account – and if you haven't got one, you won't be able to progress past the login screen.
"You will need a unique game registration code in order to play the game, and used copies will not be eligible to receive a key if the code has already been redeemed," a company representative wrote on the game's official forum. "If you own the disc but don't have a key, you'll be able to install the game and reach the login screen, but you won't be able to log in and access the game without an active account."
It's unclear whether Bethesda will allow you to purchase new licenses, but it seems likely that it will. Think of this as the old Online Pass model – and pray that it's just a one-off, as we're reluctant to walk down that irritating path again.
Update (15:00PM BST): Bethesda has clarified that you will be able to re-sell copies of The Elder Scrolls Online: Tamriel Unlimited on PS4. "The physical console version of [the game] does not require a one-time game code, as with any other boxed PS4 game only the game disc is needed for verification," it said in a statement published by Videogamer. "Any previous statements counter to this were incorrect."

It makes sense business-wise, since it's had to ditch a subscription model. But yeah, still a bit rubbish.

Although not F2P, the MMO Final Fantasy 14 does not require PS+.
I don't see why this game needs PS+ to play online...

edit: Also, I forgot to mention another MMO; DCUO. That's F2P, no Playstation Plus needed to play.
Getting the digital version anyway, but yeah it is strange considering there's no sub's now.

I don't know why, but I suppose becuase you already pay a subscription for FF and DCUO was made by Sony ( if I am not mistaken ).
As for ESO they have already said it needs PS plus on their official FAQs.

Well they've just lost a sale, I never sell on any games anyway, but I don't want to encourage this kind of behaviour in the industry.
I can see this putting a lot of people off buying this including me. So bad move I think.
Don't support publisher that employ these anti-consumer practices, people!

Let's be honest as soon as the moved from subscription based to pay 2 play, this was always gonna be on the cards! I'm not shocked by this move at all! Not that I'm saying I condone it or agree with it, more that im not surprised by it!

@meischoice @Melucine any game thats free to obtain, or that you pay a monthly fee for, does not require PS+. Only games that you buy once and play forever, require PS+. There is little to no difference between CoD and ESO (in the method to aquire, the ability to play online, etc...) so it makes sense that it would follow the same rules as the others. It was going to be playable without PS+ back when it was a subscription game, but the change in form, also changed its category.
The reason for this is that in the F2P model its generally supported entirely with microtransactions, which continue so long as the game is running. P2P games are the same way, only a monthly cost. Buy once and play forever games are not generally supported by the players after the initial purchase (although some of dlc and minor micro transactions) so the companies (including Sony via PSN) need money to keep the servers running and the online infrastructure operational and since they are not likely to get a regular influx of money to continue to maintain the game, PS+ steps in and picks up (some) of the slack.
