Where to Find the Officer's Notebook

From the Main Hall, head under the shutter into the eastern wing of the station and work your way around until you reach the Watchman's Room. A quick cutscene will play, where a police officer is decapitated but in the process hands you the Officer's Notebook. Head back to the Main Hall with your newfound solutions.

Next up is the Unicorn Medallion, which is a little tougher to obtain. The item can be found in the Lounge on the second floor, but to get there we'll have to go up to the third floor and work our way back down. Use the staircase on level 1F and take it all the way to the top, then make your way through the series of linear rooms until you reach the Library. From there, take an immediate left and head down the staircase. There'll be a door at the bottom, head in there and you'll find the puzzle containing the Unicorn Medallion.

Take the Unicorn Medallion and place it in the Goddess Statue back in the Main Hall. Two down, one to go.

How to Solve the Maiden Statue Puzzle and Get the Maiden Medallion

Acquiring the Maiden Medallion is the most complex of the lot. Head to the Fire Escape to the east of the Raccoon Police Department in order to get the Cutting Tool atop a barrel. Using that, cut the chain locking off the East Office as you get back indoors. In here, you'll find the Round Handle. Next, head to the Operations Room on the western side of level 1F and use the Cutting Tool on the chained door there. The Electronic Gadget is found within, make sure to pick it up.

Next up is the Shower Room on level 2F, where the Round Handle can be used on the pipe to turn off the steam billowing into the room. Follow the hallway round until you reach the S.T.A.R.S Office, making sure to watch out for the Licker situated on the ceiling. Head in, take an immediate left, and pick up the Battery on the desk. Combine this with the Electronic Gadget to make the Detonator.

Return to the West Storage Room on level 3F and place the Detonator on the wooden barricade, triggering a 10-second countdown. Once it blows, you'll finally have access to the Maiden Medallion.

Resident Evil 2 Unicorn Statue Puzzle Solution: Female Head, Bow & Arrow, Snake.

This puzzle is made ever so slightly harder by the presence of dirt obscuring portions of the symbol, but it's not too hard to work out what's what. Once you've got the Maiden Medallion, head back to the Main Hall. Place the crest in the Goddess Statue and you'll unlock the passage through to the Underground Facility.
