It’s one of the classic gaming memes, and yes, Atlus will be bringing back Dante from the Devil May Cry series for Shin Megami Tensei III: Nocturne HD Remaster. However, you will have to fork out a bit of extra cash for the pleasure because the character will take the shape of a $10 DLC.
Coming as part of the Japanese launch at the very least, Dante will be part of an optional Maniax Pack that changes ever scene in which Raidou Kuzunoha features to the demon slayer himself. His Son's Oath skill will also gain the Pierce Effect, which is said to help out with the final boss in the game. You can take a look at him in action in the trailer above.

I will be getting Shin Megami Tensei III: Nocturne. But I didn’t feel the need for any of the optional DLC personas in persona five and I feel no need for Dante in Nocturne.
I think he should be be included anyway but I just want to point out this is a bit different from removing stuff from the original to sell it for extra.
In the original Japanese release, he wasn't in it. Then they did Maniax which was kind of like P5R but with less stuff added IIRC - that added Dante. Then the NA/PAL release was the Maniax version. So from our point of view he was in "the original" but in the actual original he was absent and you'd had to have paid like £60 again to get him.
To add further complexity, Raidou was in neither of those versions; there was a third release in Japan that replaced Dante with him. So this is one mixed up release history.
@Bliquid Yeah, I think this has a lot to do with buying the license again to use Dante.
Licensing is a bugger, and a bit miffed about having to buy separately but I can understand. I am just glad the meme lives again. Add Knuckles as Sega owns Atlus, and you have the trifecta.
They're adding voice acting to the remaster right? It'd be cool if Rueben Langdon voices DMC2 era Dante.

I'm a bit bummed he's being sold separately but I understand it has to do with Atlus having to recieve permission from Capcom to even use the license
Either way I do hope Rueben Langdon reprises his role from the original game

All DLCs should have been included. That's one of the points of a remaster.

And the price is steep €10 for a character.
@rachetmarvel Persona 1-4 were all in the SMT series. It was only Persona 5/5R that dropped the name.
