First thing's first: you won't be able to actually gather the Dragon Balls until later on in the story. Once Frieza is defeated you'll come to what the game calls an "intermission". This is a more casual part of the game where you're free to explore the different open areas of the map. At this point you'll only be able to control Gohan.

Chi Chi will suggest that you go out and collect the Dragon Balls. From this point on, you'll be able to find the Dragon Balls scattered around the game's different open areas. Fortunately, finding the Dragon Balls isn't that hard. If you're in an area that has a Dragon Ball, you'll be able to see it on your map. Simply place a marker on top of it and go pick it up. You can also see which areas have Dragon Balls in them by opening the world map and checking for the icon.

Once you've collected all seven Dragon Balls, you can summon Shenron and make a wish. To do this, open up the menu with the options button and select 'Dragon Balls'.

At first, you can only make one wish with the Dragon Balls.

These are the wishes you can make:

  • Bring a character back to life: This wish revives a character who was killed in the story. After reviving them, you can find them out in the world and they'll usually give you a side quest. Complete their quest to unlock their Soul Emblem.
  • Get Z Orbs: This wish grants you a load of Z Orbs that you can spend on unlocking super attacks.
  • Get money: This wish grants you a lot of Zeni that you can spend at shops.
  • Get rare items: This wish grants you a bunch of rare items, such as materials that are used to upgrade your car later in the game.

Once you've made your wish, the Dragon Balls will fly off to different parts of the world once again. However, you won't be able to go and collect them right away. This is because the Dragon Balls actually work on a timer. You'll need to spend 20 minutes in the game before the Dragon Balls return.
