If it's cost surely you should include Northern Ireland since it doesn't cost anything extra to send items between here and Great Britain.

It's worth mentioning that for anyone who has (much) more money than luck, this CE is still available and in-stock in both Square Enix's European and North American online stores.
One could speculate that charging $200 (or local equivalent) for little more than the game, soundtrack, and set of small plastic busts may have been a poor business decision on SE's end. There's no begrudging it in a free giveaway, though - good luck to all you entrants!
So you've got this awesome collectors edition and you can't afford to ship it outside of the UK? Really? Good luck everyone who can enter and no I'm not trying to make a big deal out of this but when websites I read daily do this, it is frustrating. I don't wanna be "That Guy", but when was the last time you held a contest that was available to your watchers outside of the UK?
