That's actually quite a tough Question plus this gen isn't over yet but as it stands today (7th April 2020) it would be and in no particular order (i'm also not counting remasters even though that would mean leaving out the remaster of FFVIII which was absolutely brilliant)

Tricky question. There's plenty of great games that I haven't played yet, and I might be forgetting some things. There's be some multiplatform games that I played elsewhere that I'm forgetting.
But as a quick list that's subject to change (in no particular order):
Nier Automata
Persona 5
Monster Hunter World (&Iceborne)
Horizon Zero Dawn
Danganronpa 1
Witcher 3 - best story, characters, soundtrack, voice acting, expansions and side missions by quite a long way.
Bloodborne - Best scary atmosphere, co-op, combat, boss fights, choice of weapons and pvp
Spelunky - Best random terrain generator, best challenge, best 'just one more go' feeling, best edge of your seat exploration
Pyre - Most original gameplay, brilliant soundtrack, great story of lost souls coming together and trying to do something great with trust and teamwork.
Elite Dangerous - Best space flight simulator. Pretty much sums this one up, I reckon! Trade, explore, hunt bounties or aliens, or be a space taxi, your choice. Dont come for the story, there isn't one.
I’m gonna stick to games I actually played on PS4. I played Witcher 3 and the Dark Souls games on PC, along with a lot of big games this gen. I also can’t really bring myself to finish Horizon, I burned myself out so I can’t really comment on it!

The final spot is a really tough decision between God of War, Uncharted 4 and Lost Legacy. I have a feeling by the end of the year there could be 3 new games fighting for a spot.
@Thrillho Yes, and it dramatically improves it. The base game was already great but the way the DLC tweaks the whole campaign and doesn't just add a side story with a few missions is incredibly well done. An X-Com 3 announcement for next-gen would be awesome.
1. God of War - MASTERPIECE!
2. Marvel Spider-Man - MASTERPIECE!
3. Bloodborne - The atmosphere is so depressing and scary! I love it!
4. Fallout 4 - Not a PS4 exclusive but it is special to me. Lost many hours in it and never even finished it.
5. Resident Evil 2 Remake - again not exclusive but the best game of 2019

@BearsEatBeets Yeah, the DLC is fantastic. It’s more like XCOM2.5 with it. The game goes on forever with it though! Taking down the Chosen is extremely satisfying too.
Can't answer this yet, as there's a good chance it'll have to include Marvel's Spider-Man. Give me time to finish its story, at least, and I'll let you know.
