Is it safe to unplug the HDMI cables attached to the PS4 and PSVR when they are powered off, BUT their a/c adapters are still plugged into the wall? I ask because the PSVR doesn't support HDR passthrough, and I finally moved my PS4 and PSVR to a location where the cords are easily accessible. To play in HDR I would need to unplug and move two HDMI cables.

I know an electric current passes through HDMI during various times, and want to make sure I don't fry anything by accident.

Technically I believe you should turn off and unplug everything. But life's too short for that, I'll take my crumpets out of the toaster with a fork while I stand in the shower if it gets me an extra 5 minutes in bed in the morning.

Safe to do when your PSVR and PS4 are powered off/not in rest mode, yes. Not recommended to do while they're running.

As long as they're not on or in rest mode, then you are good to go.
